SIMULTANEOUS INTERPRETATION THROUGH SOFTWARE IS THE VISION OF FUTURE TECHNOLOGY: DAYANIDHI MARAN

Shri Dayanidhi Maran, Minister of Communications & Information Technology has said that the future will see simultaneous interpretations done through automatic machine but not human translators. While one is able to speak or write in one language of his own the other person should be able to hear it or read it in the langue of his choice. This is the ambition and vision for the future of our country. This was stated by Shri Dayanidhi Maran, Minister of Communications & Information Technology while addressing the Parliamentary Consultative Committee attached to his Ministry, here today. Dr. Shakeel Ahmad, Minister of State for Communications & Information Technology was also present.

Speaking on the agenda of the meeting “Technological Development for Indian Languages”, Shri Maran said that in India hundreds of languages are in usage out of which 22 are recognized as the national languages. Many of the languages have their own distinct scripts and literature. Each of them is a symbol of their own culture and traditions. It is our responsibility to preserve these treasures which we have inherited from our ancestors, despite our advancement in the age of technology, he said. The Department of Information Technology has launched a very ambitious Language Technology Mission under which a major initiative has been taken to aggregate Indian language fonts and software tools from various public/private players, incorporate them into user-friendly tools and products and made them available free of cost for public through CDs and web downloads.

During the meeting, the Technological Development for Indian Languages (TDIL), Centre for Advanced Computing (C-DAC) and National Informatics Centre (NIC) made presentation to the Members showing various softwares developed in Indian Languages and e-governance initiatives. Participating in the discussion, the Members appreciated the initiatives taken by the TDIL, C-DAC and NIC and made suggestions for taking the benefits of the products developed in Indian Languages to the masses.

How Are We Linked? Translation Community Networks of Today

The exponential rise in the use of computer technologies, Internet and World Wide Web in society as a whole and in translation in particular offers the discipline of Translation Studies an opportunity to reflect once again on the very processes it employs in the profession … this time in a highly digitalized context. On the surface level, of course, we have all noticed that computer-assisted technology and the digitization of content have brought us the ability to “work faster and smarter” in our daily undertakings. Yet, the new applications and work procedures are also symptomatic of radically transformed internal structures within our profession, and a reflection of the changing parameters that are defining our current world as a whole.

Applied technology in the field of Translation Studies has departed the realm of mere technical training on tools, and has entered the domain of more profound thought on internal structures, simply by virtue of society’s transformation from industrial to technological, and its tight embrace of the Internet. This paper aims to discuss the radically transformed internal structures that influence our professional discipline in terms of what is commonly referred to as the network society and network economy, which various network theories as they are applied in diverse sectors (mathematics, physical sciences, social sciences, computer science, information technology, business and marketing, etc.) have tried to elucidate.

In broad terms: a global network society and economy seems to have mapped itself on patterns of computer networks interfacing with the formation of complex human organizational networks. While humans have created and applied the new technologies, recent research has shown that technological innovations and devices and their implementation, as well as constant access to the Web, are beginning to reshape our own human behavioral patterns and social structures too. This is particularly evident with regard to the Web. Albert-László Barabási (, 2002), using network theory applied to data on Internet behavior, has described the evolving cartography of the Internet and Web, and shown how a construct like the Internet (creating and mapping itself from bottom-up) both defines and is defined by us, its users.

What do the structural changes that have arisen as a result of society’s adoption of and adapting to the Internet imply for the translator and translation profession, which has been substantially reconfigured by computer and Internet technology? How have Web search engines, Web-based terminology mining tools and neural-network based translation memory tools, online reference resources, and machine translation directly restructured the way our profession is exercised? Have courses delivered on-line through modular-based e-learning content management systems and application sharing created a new kind of link in the network of knowledge distribution and transfer?

The ubiquitous presence of the Internet is readily palpable in the transformed structures of the contemporary network society and economy. Applied network theories focusing on the Internet study self-organizational processes within complex networks, as well as the properties and concepts of nodes, links, hubs, static and dynamic states, multi-tasking and modularity. In these terms, how does the contemporary translator function in the network society and economy? On one hand we find interdependent systems and networks within the translation and localization industries globally generating a whole new set of space-time demands in the form of drastically reduced turnaround times and time-to-market, and delivery of modular content. Translators deal directly with the cascading effects of these newly created interdependencies.

On the other hand we find myriad virtual communities formed on-line by networks of translators and those involved in the translation industry, who are creating information hubs, portals, forums, and job boards. How has the network society and economy forced us to reconsider traditional notions and patterns of competition and collaboration, as we operate in both virtual and real time-space? Can communities of translators (substantially virtual) impact, influence and even minimally define the complex networks that are currently in the process of impacting, influencing and defining them: translators and their processes of translation?
